Director of Constituent Services
Title: Director of Constituent Services
Reports To: Tax Collector
Starting Salary: Based on Experience
Department: Constituent Services
Purpose and Scope: The Director of Constituent Services provides direction and guidance to the agency’s quality and process improvement teams to ensure constituents are served with distinction.
Essential Functions:
- Participates in the identification of process improvement opportunities aligned with the agency’s commitment to client service and efficiency.
- Leads process improvement projects to include:
- Project initiation and planning
- Task creation and delegation
- Work execution and monitoring to ensure compliance with established deadlines
- Status reporting and communications with team and project stakeholders
- Issue identification and resolution to include management of project risks (costs, timelines, quality)
- Documentation of newly established processes to ensure sustainability
- Measurement of project outcomes
- Monitors status of delinquent and specialty property tax transactions as coordinated by the Performance Manager; helps, as necessary, to ensure adherence to deadlines.
- Mentors subordinate employees to identify opportunities for improvement, providing timely constructive feedback and facilitating 0pen communication. and related remedial measures.
- Participates in selection of Constituent Services team members

Qualifications and Experience:
- Bachelor’s degree in business administration or related field, master’s degree preferred; and at least (5) five years of progressively responsible quality improvement/process improvement experience; skilled use of MS Office Suite; professional training and experience in Lean/Six Sigma, ISO 9000 or Baldrige certification preferred; or any equivalent combination of education, training and experience that provides the requisite skills, knowledge and abilities for the position.

Chief Personnel Officer
Title: Chief Personnel Officer
Reports To: Tax Collector
Starting Salary: Based on Experience
Department: Human Resources
Purpose and Scope: Reporting directly to the Constitutional Tax Collector and serving as a member of the Senior Leadership Team, the Chief Personnel Officer is responsible for developing and executing human resource strategy specifically in the areas of succession planning, talent management, change management, organizational and performance management, development, and compensation. Responsible for leading a team of HR professionals. The successful candidate leads by example, fosters teamwork and engenders commitment to the organization’s strategic plan including its vision, mission and core values.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Establishes and implements HR efforts that effectively support the agency’s strategy including its mission, vision and values.
- Develops and implements comprehensive and strategic plans for talent acquisition, career development, succession planning, retention, leadership development, compensation, benefits and collaboration with the Training Manager for agency training.
- Develops and implements HR efforts to support the achievement of the agency’s operations objectives.
- Functions as an advisor to the Constitutional Tax Collector and Senior Leadership Team regarding key strategic organizational and management issues including workforce planning.
- Leads the HR department by providing guidance, direction, and clear expectations around deliverables, goals, and objectives that align with the strategic direction of the agency.
Qualifications and Experience:
- Master’s degree in Human Resource Management, Organizational Development or closely related field from an accredited college/university
- At least 15 years of progressively responsible HR experience, with at least five years of HR leadership experience
- SPHR certification is preferred

Chief Financial Officer
Title: Chief Financial Officer

Purpose and Scope: The purpose of this classification is to plan, coordinate, direct, and supervise all financial activities of the Tax Collector’s Office including management of budget to ensure all functions are properly funded, makes recommendations for transfers and amendments as necessary to balance funding of budget.
Essential Functions:
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.
- Coordinates daily work activities: organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise; conducts staff training in proper accounting processes and procedures.
- Interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
- Consults with Tax Collector or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; represents the Tax Collector in meetings and acts in all matters related to fiscal operations; confers with staff in other departments regarding financial and accounting practices; coordinates activities with other departments or others as needed.
- Plans, directs, organizes, and administers operations/activities of the Finance & Budget Department; plans, directs and assigns the work of professional accounting and clerical staff.
- Develops long and short term goals, objectives, and work plans for the department; participates in developing long and short term financial plans, goals, and objectives for the County.
- Develops, recommends, updates, and implements accounting policies, procedures, and controls; reviews efficiency and effectiveness of financial operations, methods, processes, and procedures; implements needed improvements; develops and implements internal controls to ensure integrity of financial systems and reduce potential of errors; develops, maintains, and reviews chart of accounts and funds.
- Prepares operating budget and budget calendar for Tax Collector’s Office; reviews departmental budget submittals for compliance with Tax Collector’s directive; prepares budget transfers, amendments, and justifications for the organization; monitors revenues and expenditures; prepares revenue forecasts.
- Directs audit activities; reviews audit workpapers and reports; reviews written audit reports; performs special internal audits as requested by Tax Collector; directs scheduling and coordination of the Tax Collector’s annual audit; prepares supporting audit workpapers.
- Prepares and/or processes a variety of financial documentation including financial statements; review and approval of journal entries; signs accounts payable and payroll checks over designated amounts; reviews/approves daily ACH and check reconciliations and monthly bank reconciliations; reviews/approves accounts receivable billings; reviews/approves distribution of all collections; reviews/approves bi-weekly payroll, tax deposits, W-2 forms, and 945 reports; reviews/approves fixed asset reconciliations; monitors contract activities and ensures compliance with contract provisions prepares various IRS reports; prepares year-end excess fee reports and public depositor annual reports; oversees collection of revenues from vending machines in main office.
- Oversees investment activities: reviews and analyzes investment portfolio of the Tax Collector’s Office; prepares cash and investment reports; reviews daily investment statements and investment collateral statements; verifies statutory requirements for investments.
- Develops and maintains required accounting systems, including journals, general ledger, and subsidiary ledgers.
- Supervises and participates in the development, testing, and installation of financial applications; works closely with information systems personnel concerning maintenance and enhancements to existing software systems; coordinates development of financial reports with information systems personnel.
- Plans, coordinates, and conducts month-end and year-end closing processes: ensures closing of books within thirty days of close of fiscal year.
- Oversees maintenance of financial records and department files: ensures maintenance and availability of appropriate documentation for audits; ensures maintenance/storage of records in compliance with established policies/standards governing record retention.
- Participates as a member of the agency’s Senior Leadership Team providing input on and support of agency initiatives.
- Maintains a comprehensive, current knowledge of applicable laws/regulations: maintains an awareness of new trends and advances in the profession; reads professional literature;
Qualifications and Experience:
- Bachelor’s degree in Accounting, Finance, Business Administration, or closely related field; supplemented by six (6) years’ experience that includes progressively responsible financial management in a governmental or professional organization, governmental accounting, general accounting, auditing, investments, budget development, and personnel administration, with demonstrated communication skills and practical knowledge of processes and procedures of the assigned area; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Certified Public Accountant (CPA) certification.

General Counsel
Title: General Counsel
Reports To: Tax Collector
Starting Salary: Based on Experience
Department: Legal Services
Purpose and Scope: The purpose of this classification is to provide legal services for the Tax Collector’s Office and represent the Tax Collector in court in matters involving property tax collection. Provide legal advice to the Tax Collector as requested.
Essential Functions:
- Supervises, directs, and evaluates assigned staff: processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.
- Coordinates daily work activities: organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
- Consults with Tax Collector or other officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
- Supervises operations of bankruptcy and other paralegal functions: evaluates efficiency and effectiveness of legal operations, methods, procedures, and use of resources; implements improvements as needed.
- Prepares a variety of legal documents and pleadings associated with cases.
- Conducts legal research as needed.
- Investigates claims and complaints by/against the Tax Collector: recommends and initiates actions as necessary.
- Prepares and presents court cases: prepares bankruptcy cases for trial; serves as trial lawyer for Tax Collector before federal, state, bankruptcy and appellate courts; determines trial strategies and determines best method of obtaining favorable resolution of cases.
- Provides training/instruction to staff members and state agencies in matters relating to bankruptcy and legal functions of a Tax Collector’s office.
- Develops, updates, and implements policies and procedures pertaining to areas of assignment.
- Develops and implements budget for area of assignment: monitors expenditures to ensure compliance with approved budget.
- Coordinates Field Deputy to ensure an efficient and comprehensive approach to collection of tangible and tourist taxes; ensures timely implementation of business strategies; provides counsel and direction to subordinate staff.
- Participates as a member of the agency Senior Leadership Team, providing input on and support of agency initiatives.
- Maintains a comprehensive, current knowledge of applicable laws/regulations: maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Qualifications and Experience:
- Juris Doctorate required; five years as a member of the Florida Bar Association; supplemented by five (5) years previous experience that includes general law practice, trial law practice, bankruptcy law, municipal prosecution, judicial/courtroom procedures, legal research, supervision, budget and personnel administration, with demonstrated communication skills and practical knowledge of processes and procedures of the assigned area; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State Bar of Florida Law License, with membership in good standing to practice law in federal, state, bankruptcy and appellate courts. Must possess and maintain a valid State of Florida driver’s license.
